Having decided to save money and go for a cheaper computer build, i am now running an AMD64 X2 6400+ and 4gb of Corsair XMS, still with the same XFX7950GT 512mb....for now. I bought a cheap motherboard with an AGP8x slot because i have not had my graphics card long, and don't want to upgrade that yet. Trouble is the motherboard isn't very compatible with either 32-64bit Vista (due to conflicts with AMD Duel-core and AGP) so i have had to remove Vista Ultimate and instead use XP Pro 64bit purely because im running 4gb of ram and 32bit wont recognise more than 2.4gb, but heres where my problems start: My frame rates on SOF2 are appalling, worse than when i was running a single core CPU of the same speed, yet i can run Half Life 2 at 1680x1050 4xAA 16xAF 80fps all day. WTF is going on? I have the latest drivers for everything, all updated but my favourite game runs slow Any ideas?

That sounds like a really weird problem dude, SOFII is a very old game so it might have something to do with your drivers being to 'new' for that game as it works good for you when you play HL2.
That's all I can think of, unless you forgot to change your FPS rate in SOFII? ( /com_maxFPS 150 or whatever you prefer )
